Speaker Ryan's plan to get a proper vote on immigration policy before he steps down has made progress. The DNC has “allowed” its members to vote for “Queen of the Hill” method to force an outcome. Under this method, several proposals will be put forward without all of the usual processes; at which point, members will vote on the one they like most. This will then be put to the president.
Previously, the DNC had been holding off telling its members not to vote for this path, but they have changed their tune now.
The goal of this whole exercise was to put something before the president that he would sign… This realistically means funding for the border wall.
A whip notice sent out on Thursday said:
“Members are strongly urged to sign the Curbelo Queen-of-the-Hill discharge petition on the House Floor, which is available for signatures immediately.”
“Due to the timing of when a motion to discharge could be made on the Floor, and the current voting schedule, today is a critical day to try to achieve 218 signatures.”
The Queen of the Hill bill would include a proposal known as the Goodlatte Bill, which according to The Hill:
“Bob Goodlatte (R-Va.) that would grant temporary status to so-called “Dreamers” while imposing a series of restrictive measures on legal and illegal immigration; the Dream Act, which would grant a path to citizenship to at least 1.8 million Dreamers; the USA Act, a bipartisan compromise that would pair Dream Act-like measures with $25 billion in border security; and an open slot for Speaker Paul Ryan.“
Whichever proposal wins through (if it comes to the vote) will still have to be signed off by the president.
